Transatlantic cable circuits were also an area of concern. HYDRA relied on Canadian Pacific Cable links, as well as a cable link routed through Montreal – a major population centre. In this memo, Lt. Col. Finch (now on the Sub-Committee on Communications Vital Points) stressed the need for an assessment for “shore element diversification.” Routing cable links through different cable facilities in different locations would increase the survivability of communications in an emergency.
