21 March 1947: HYDRA Arrangements
Just days before Canada was to take possession of the HYDRA station, Lt. General Charles Foulkes (Chief of General Staff) wrote to Lester Pearson to “confirm arrangements made up to the present.” Foulkes noted that the 100-kw transmitter had been purchased, the present staff retained, and traffic handling procedures were in place. Foulkes also noted that the HYDRA circuit would be operating at capacity as soon as Rockex equipment became available in the United States. However, references to any specific American authorities have been omitted.
