5 July 1960: Another Round of Revisions
In July 1960, the JPC decided to “carry on with the revision” of the Concept document. After all, “the concept contained in CSC 1(57),” i.e. the original Concept document, “was now three years’ (sic) old and needed to be brought up to date.”
The Committee largely approves of the proposed Army amendments of 24 June 1960. The Committee agrees with the Army opinion that “it might be possible to make some useful predictions concerning the second phase” of major war, and resolved to replace Section VII with a paragraph indicating this position, leaving open the possibility of future research into such predictions. In addition, the Committee proposes a few amendments of their own to be included in the next draft.
