29 July 1959: JPC's Second Report

Following the decision to re-draft the report by the JPC, the working group developed a “revised and expanded outline” of the Concept document. Most significantly, the working group noted that, under current Department of National Defence (DND) policy, “no forces are retained in peacetime for use specifically in the subsequent phase” of a major war. Current CSC direction further stipulated that “until survival has been accomplished and rehabilitation has commenced, it will not be possible to carry out additional military activities … such as the raising and training of additional forces and the provision of additional stores and equipment.” The report recommends reexamining this direction, and revising it if necessary.
