24 June 1960: Army Amendments

These proposed Army amendments show some disagreement with the 16 March 1960 draft produced by the working group. The Army takes specific issue with Section VII, “Concept of Operations Following the Initial Attack Phase,” writing that “the nature and extent of operations required after the initial nuclear exchange may be predictable and Section VII should be revised accordingly.”

Attached to these amendments is an appendix addressing Section VII. Multiple amendments are also made to replace the term “major war” with the phrase “unlimited nuclear war.” Other amendments moderate the language of the latest draft, changing words such as “would” to “might.”
