2 October 1957: New Draft

This new draft of the Concept document has been amended to include the DRB assessment. The DRB recommendations are simply appended to the Concept document, and the document continues to grow as more information becomes available. Among the DRB's listed duties are not only giving the military scientific advice, but also identifying biological weapons and chemical weapons. In the cover letter to this new draft, J.C. Newlands, the Secretary for the JPC, recommends that the Concept document be combined with the earlier paper entitled “Conditions Under Which Mobilization Might Take Place.” This draft is then distributed for approval.
