28 February 1953: Global Strategy and Organization of Security in the Pacific Ocean Area

This draft memorandum addresses the question of Canada’s responsibility in a non-NATO region. The need for a global strategy is implicit in the Communists’ pursuit of global influence. However, it would be in Canada’s interest if NATO did not engage in global planning because any participation in strategy or planning would mean Canadian commitment to following through in defence. Their commitment to NATO is seen as an expression of loyalty to the organization on a regional basis. At most, Canada is willing to consider observer status. Canada is more interested in the establishment of a tripartite global planning organization but concedes that it is not possible to establish any sort of global strategy without US leadership.
