13 January 1953: NATO and Global Planning

Mr. Heeney writes to Pearson and suggests that global planning is a necessary aspect of NATO’s security, as countries like the United States must determine how they will balance “responsibilities in various areas of the world.” He believes, however, that NATO is not in a position to facilitate these discussions or to allocate allied resources on a global scale. Heeney provides suggestions for establishing such a body, but concludes that “smaller countries like Canada” need not worry very much about its organization.
