17 September 1952: Chiefs of Staff Committee Meeting

In a meeting of the Chiefs of Staff Committee, chairman Lt. Gen. Charles Foulkes describes US disagreement with the Global Strategy paper. Foulkes reported that the US Chiefs of Staff did not agree with the UK assessment that the threat of war with the USSR had lessened. Simonds notes that part of the motivation behind the UK paper was a British desire to “participate in the atomic strategic offensive.” Leolyn Dana Wilgress, the Under-Secretary of State for External Affairs, also states his belief that the UK’s “difficult economic position” has “made necessary a curtailment in defence expenditures.”
