Qualified Agreement, 1946

By 1946, key events in the Cold War’s chronology pushed the Canadians to decide on their official position in the emerging order. They remained critical of Washington's tough approach but increasingly critical of Soviet policies and intentions. The time for “brief vodka honeymoons in Moscow” was over—Wilgress intoned that it was time for the Canadians to be decisive and uphold the values that democracy represents. Even if not wholly accepting the US approach, the Canadians were now committed to American leadership of the Western bloc.
