Fluctuating Estimation, 1943–44

The fluctuation period was characterized by alternating hot-and-cold assessments of Soviet actions, intentions, and strategies. The documents from this period, 1943-44, contain careful considerations and projections of the Soviets, especially in relation to the British and the Americans. During this time, the Canadians diplomats were still getting situated in the Soviet Union–a new legation that had only been founded in Kuibyshev in 1943. Though the Soviets are the focus, there is also attention paid to the triangular relations of the Big Three.
