CDAC02721: Telegram from Washington DC to External Affairs (March 6, 1963)

While Canada was primarily concerned with the refuelling facilities domestically, the US was considering its refuelling bases on a global scale. The reticence by the Americans to formally issue a notice of withdrawal was therefore connected to its bases overseas and left the personnel at Frobisher/Churchill with a tight window to officially withdraw.
