2 December 1950: "More Important to Say What We Think"
Canadian anxieties over the possible use of the atomic bomb were exacerbated by Truman’s ambiguous and provocative press conference on 1 December 1950. The Canadian government was not invited to partake in talks but remained committed to expressing its views to the United States. The Quebec Agreement of 1943 did allow for prior consultation, but the clause was omitted in the 1948 Combined Policy Committee.
