5 February 1951: Proposed Exchange of Notes

Attached is a draft copy of the Goose Bay lease agreement between Canada and the United States. Written one month after the Pentagon Paper draft, the agreement sets out a twenty year lease, free of charge, and emphasizes Canadian sovereignty. However, it contains little detail on the potential US Strategic Air Command operations to be conducted from the base.
