4 May 1951: Heeney to Wrong

In this 4 May 4 correspondence, Heeney writes to Wrong following consideration of State Department comments on the proposed canopy agreement. Heeney says that Wrong should take up the American offer to engage in regular consultations with Paul Nitze regarding “the world situation and on the circumstances which might lead to consideration of the use of atomic weapons.” The letter also confirms that the Prime Minister agrees to prior consent for strikes from Canadian bases in the event of a Soviet attack on North America.
