6 December 1950: Canadian Views

This memo unequivocally argues that the atomic bomb is not just another conventional weapon. Its deterrent power includes both military and psychological factors. However, if the atomic bomb were to be used tactically in the Korean War, its deterrent value would plummet. The Canadian government knows that it would be held accountable by the public if the bomb were used, and so the DEA is willing to strongly defend its opinions. Canada’s direct contribution on atomic research has, in its view, earned Ottawa a right to be consulted prior to any use of atomic weapons.
