26 October 1962: Canada, An Obstacle?

This memorandum for the Under-Secretary highlights the need to make a final statement and “put an end to a state of affairs in which Canada appears to be an obstacle to further NATO planning” is made clear following Ignatieff’s suggestion that the Canadians change their position. There is great pressure in Paris for Ignatieff to make a final decision and if the stalling continues “the Government will expose itself to serious criticism.”
