21 November 1961: Instructions for Léger

This document includes the draft memorandum as well as the final version, with only minor changes made. Described here are the full instructions given to Léger to reserve the Canadian authorities on paragraph 6 of the instructions for NATO military authorities, as well as the questions Léger is recommended to raise in Council meetings. The main concern continues to be the issue of “political authority”: “would the decision be taken by all of the NATO governments or by the Three or by a restricted group, perhaps a majority of the governments represented in the Council?”
