24 June 1954: Joint Planning Committee Report
The end to the Canadian attempt to understand the New Look comes in the form of a report by the Joint Planning Committee entitled “United States Defence Policy and the Possible Implications for Canadian Defence Policy.” The multiple drafts of the report are enclosed, and the document highlights the far-reaching consequences of US policy in Canada. Though the New Look was not deemed to be a fundamental change in US policy, Canada assessments conclude that it marks a “shift in emphasis” towards air power, nuclear weapons, and continental defence.
