1 April 1954: Memorandum from Defence Liaison

It is not only the Canadians who are concerned with the apparent changes in US policy as a result of the New Look. Other NATO allies are also trying to come to grips with the New Look. This document shows that the French, in particular, are concerned with the “question of consultation regarding atomic retaliation.” This concern was heightened by a comment made by British Prime Minister Winston Churchill in which he refers to “direct correspondence” with Eisenhower, which leaves the French worried that NATO will not be a forum for consultation.
