In addition to formal agreements on the Arctic, environment, space, nuclear cooperation, film, defence exchanges and international drug trafficking, the visit was an opportunity for Mulroney to develop personal relationships with Soviet leaders. It was also a demonstration of Canadian support for the reform process underway in the Soviet Union and eastern Europe.
