Evidently Canadian diplomats felt Ukrainian history merited greater attention than brief paragraphs in the fact sheet. This briefing note analyzes the ways that Soviet leaders associated many Ukrainians with Nazi collaboration after the Second World War. The author hoped that with glasnost “bringing the atrocities of Stalin to light, the Soviet leadership may become more understanding of Ukrainian actions during WWII.”
