This briefing note details Soviet-Canadian collaboration on environmental issues. The discovery of an “ozone hole” over Antarctica catalyzed joint development of an “ozone map” to try to determine if a similar phenomenon existed in the far north. 

With Kyiv on Mulroney’s itinerary, it was also important to brief the prime minister on Chernobyl. Mass relocations from the region were ongoing, and the health and environmental consequences of the accident were coming into sharper focus.
