This document surveys economic and political reforms within the Soviet Union that amounted “to a revolution.” It notes widespread Canadian expectations that Canada-USSR relations were set for a “dramatic expansion,” as well “deep curiosity about developments in the USSR and the prospect for Gorbachev’s programme of reform and indeed his future.” 

Canadian officials gauged that the visit was an opportunity for the Soviet leadership to demonstrate they enjoyed the confidence of a responsible foreign leader, and to attract Canadian dollars, technology, and expertise.
