Reference HY00382, HY00383. Letters from Routledge to Smith pertaining to priorities for use of transatlantic telegraph cable channels in breakdown conditions. Routledge agrees to priority of traffic as described by Smith, but notes practice alerts should be handled in the same way as operational alerts. Routledge asks that if Smith agrees, the arrangements proposed should be effective from February 1965. February 1965 follow-up letter attached.
