Reference HY00382. Letter from Smith to Routledge pertaining to priorities for use of transatlantic telegraph cable channels in breakdown conditions. Smith notes consultation would only slow down traffic handling, and that senior traffic officials at the Ottawa Traffic Centre and London Traffic Centre and in Washington respectively should handle traffic decisions immediately and directly. Smith suggests operational alerts, White House/10 Downing traffic should take equal priority, with practice alerts in second priority, and all other traffic being handled according to precedent. Canada should be able to "break in" to a teletype conversation with its own Alerts messages if necessary.
