Letter from Routledge to Smith pertaining to use of transatlantic telegraph cable channels in breakdown conditions, with reference to a May 1964 discussing recent cable breakdowns (letter attached). Routledge notes there is as yet no procedure for how to deal with reduced channels. Routledge notes that there are currently three government rented cable channels terminating at the London Traffic Centre and Ottawa Traffic Centre. In addition to diplomatic, SIGINT, and alerts traffic, these channels must also handle a teleconference link between the White House and 10 Downing Street. Routledge outlines procedures for breakdown conditions, and stresses the 10 Downing/White House link should be considered as priority traffic in a breakdown situation. Other traffic can be routed on revised routes/schedules on a consultative basis.
