Sigs.) of August 18 about priorities for the use of transatlantic cable telegraph channels under breakdown conditions. This has been due to the necessity for the Government Signal Planning Staff to obtain the reactions of the other United. Kingdom Departments concerned to your proposals and then to obtain the endorsement of the Combined Communications Committee. 2.e have only one minor reservation as regards your proposals, It is our view that it namely in the matter of Practice Alerts. would be bad security and also seriously reduce the value of such tests if the handling of practice Alerts traffic by signals personnel was subject to different arrangements from those for an Operational Alerts message. Accordingly we would regard the three separate uses to which channels are put, in order of precedence as:(a) Tripartite Alerts traffic (i.e. both operational and practice). (b) The Prime Minister to President link. (c) : :11 other traffic handled according to precedence. Subject to the foregoing reservations, the Combined Communications Committee has endorsed the proposed arrangements. You will appreciate that as regards 'orLinary' traffic your d. - the nominated traffic man in London will have no alternative but quickly to consult the duty signal officers at the other U.K.Communication Centres concerned because some of our channels carry "on- line" encrypted traffic. On these channels the precedences being handled at any time are known only to the two terminal officers concerned. 3. to :7e note that you have nominated the Supervisor, 0.7.C., be the Canadian point of contact. The United Kingdom contact officer will be the Head of Shift, Foreign Office Signal Office (Telex No. 24961, Identity 'PRODROME LDN,' or via service message through O.T.C. /L.T.C. or Telephone Whitehall 8440, Extension 137). The latter officer will be responsible for ensuring that action at the United Kingdom and dashington terminals is co- ordinated as necessary. L4..
