Purpose: For aircraft to develop the ability to navigate and bomb at altitudes from 500-1500 ft, in all weather conditions.
Notes: Ground-based scoring units provided SACHQ with a method of evaluating aircrew proficiency and accurately checking aircraft offensive and defensive systems. There were a number of specific flight plans outlined that all fell under the Oil Burner category; for example, one planned specifically for Eastern Canada that allowed for SAC aircraft located in densely populated areas in the Eastern US to engage in low-level training exercises. The establishment of new routes for this exercise was at times met with civilian protest (eg. through settled parts of Alberta).
