Reference HY00384. Telegram from Smith to Routledge pertaining to handling of alerts traffic if circuit 11922 is out of action. Smith notes the procedure outlined by Routledge means interrupting other dedicated cable circuits, however, makes not mention of procedure for communication between the London Traffic Centre and Ottawa Traffic Centre to decide which cable to interrupt. Smith suggests using Telex for this purpose, which can be routed through any number of transatlantic cables. Telex could also be used for operators at LTC and OTC to find alternate circuits for White House/10 Downing communications (requiring online cipher facilities). If all cables were out of action, radio links could be used.
