Reference HY00386. Telegram from Routledge for Director of Communication Plans (Smith) pertaining to handling of alerts traffic if circuit 11922 is out of action. Routledge stressed the Hydra HF radio link should be used for communications between the Ottawa Traffic Centre and London Traffic Centre. Telex should only be used if the cable and radio links were out of action. If an alternate circuit is needed for 10 Downing/White House link, operators at LTC and OTC should not make explicit mention of the Prime Minister/President link. Telex should not and cannot be used to make the 10 Downing/White House link. However, Telex could be used for LTC/OTC to warn of impending or incoming Alerts messages. Copy of telegram with marginal notation "Annex F" attached.
