This note by George Glazebrook of External Affairs indicates that one way British agencies operating in the Western Hemisphere recruited for "special jobs" was through advertisements in Canadian newspapers. Applications were reviewed by a Mrs. Shakespeare of the Royal Canadian Mounted Police.
