16 December 1954: "We Should Not Push the Americans on the Subject of Publication at this Time"
In this document, Pearson explains the Canadian desire to avoid pushing the United States to publish the draft history. He mentions the importance of avoiding friction that could negatively impact ongoing bilateral negotiations. In doing so, he points to the limits of Canadian power.
