Memorandum from W.H. Finch, DCRS2 to DCRS pertaining to closure of Oshawa and Transmitting Station. Finch requests DR/Comm, DM signature to assent to closure. Memo notes CBNRC would lose one radio circuit to GCHQ. CBNRC also has use of submarine circuit, split with Ministry of Defense, UK. To address loss of radio circuit, Finch suggests that CBNRC could request an alternate DND radio circuit, request full-time use of submarine cable, or delay Oshawa closure until 1969.
