Description
Series of correspondence pertaining to Hydra message-sending policy and procedure. Late delivery of message from Chairman, Chiefs of Staff to CJS (Washington) caused embarrassment. Delay ensued because message traffic on Hydra circuits needed to be encrypted, even if message is unclassified. The policy of encrypting all Hydra traffic re-examined, and it was determined that unclassified material could be sent in the clear.
