Sep., is attached. Details of handling insofar as the
Joint Staff Signal Centre was involved are as follows:
a. Message was transmitted in clear via the HYDRA
network by External Affirs (HCMRO) and routed

b. Message was received by the Joint Staff Signal
Centre at 081721Z, delivered locally, re-routed
to Canadian Joint Staff Washington (RFEUC) via
the NDCS network.
c. Message was transmitted, in clear, to the Army
major relay (RASH) at 081751Z.

The above referenced message was transferred
from the HYDRA network into the NDCS network in order that
it could be transmitted in clear. The Joint Staff Signal
Centre is required to encrypt ALL traffic transmitted over
the HYDRA network.

Copies of CJCEC (W) message, COSCO 505, and
JTC reply, CJSCOM 2554, are also attached and are self
explanatory.
