Series of correspondence forwarded to Lt. Gen Charles Foulkes by Lester B. Pearson, External Affairs. Sir Edward Travis, GC&CS, London approves of Canadian takeover of Hydra, to be operated by Canadian Army Signals. Hydra to be used for "Sigint traffic between London, Ottawa, and Washington" as well as External Affairs/Foreign Office diplomatic traffic. Canadian takeover of Hydra discussed with Robertson, St. Laurent, Abbott, and finally Ilsley, who authorized it provided there was no cost involved. Pearson suggests to Foulkes that representatives from the UK come to Canada to work out details of transfer.
