Dear General Foulkes,
I enclose a copy of the telegram which we
sent to Sir Edward Travis concerning the transfer of the wireless station at Oshawa. I als© enclose the reply which we
have now received.
Perhaps you would let me know whether you
would prefer to send representatives to the United Kingdom or
whether we should ask Sir Edward Travis to send representatives
here. It seems to me that it would probably be more useful to
follow the latter suggestion as detailed questions concerning
the transfer seem more likely to occur at this end.
I. also enclose a copy of a memorandum which
Mr. Heeney sent me concerning his discussion on the question of
Hydra with Mr. Ilsley. You will recall that you asked me to
send this to you at the last meeing of the Chiefs of Staff.

I regret I have not been able earlier
to telegraph on tha subject of Hydra. I am now
able to inform you, however, that the Canadian
authorities suggest the transfer of Hydra to
Canadian Goverraasnt ownership. I understand that

property and equipment as it stands will he handed

over at no cost. The station will be operated by
the Canadian Army using the ©xlsting civilian
employees who v/ould bo gradually replaced by Army

personnel. It is understood that the station would
bo used for Sigint traffic betv/een London, Ottav/a

and Washington. For the time being, the present
transmitters only would bo used but the Army may
supplement or replace them at a later date depending on the volume of traffio.
At an early stage it was suggested that
tho Foreign Office might wish to send through Hydra
their own traffic froju London and Washington. This
would be quite acceptable if they still desire to
do so and I have under consideration similar arrangements for communications between External Affairs and
Canada House.
I presume that the volume and types of
traffic and any other questions of common interest to
London, Washington and Ottawa would be the subject of
consultation as required. Ends,

Many thanks for your telegram. This appears
to cover all points of principle. Transfer of property and
equipment at no cost must be sub4ect to Treasury approval which
we are now seeking.
Army Signals.

We welcome suggestion of operation by Canadian

Operation at this end will be by Special Communica-

tions Organization, which covers Foreign Office and certain Sigint
Communication requirements and has this project fully planned and
partly constructed at this end.

We suggest that next step should

be to arrange meeting between technicians of Canadian Array Signals
and Special Communications in order that development of whole
project may continue in synchrony.

MEMORANDUM FOR MR. PEARSON1
For attention Mr. Crean
After my conversation with Crean yesterday
morning, I had an opportunity of mentioning to Mr. Ilsley
the authority given by Mr. Abbott for the operation by the
Canadian Army of the transmitter station at Oshawa. I told
him that prior to Mr. Robertson's departure for London he and
I had discussed the matter with Mr. St. Laurent and Mr. Abbott
and that it was then agreed that it would be reasonable for
the government to take over this function as part of the cooperative U.K.-U.S.-Canada programme in the field of interception. I also told him of the high degree of secrecy attached
to this operation, knowledge of which must therefore be confined to as few persons as possible.
Mr. Ilsley was satisfied to have the Oshawa
station taken over in the way proposed, on the understanding
that there was no capital cost involved and that the funds .were
available in National Defence (Army) votes.
It will therefore be in order now to inform
the U.K. Government of the Canadian Government's willingness
to undertake this responsibility. I should be grateful if I
could have, for my file, a copy of the telegram which goes forward to the United Kingdom.
I understand that the other proposals set
forth in the draft memorandum to the Defence Committee, dated
November 8th, will be brought forward later on.
