"Policy on Iraq" Memorandum for the Prime Minister (2002)

This August 2002 memorandum stands out as a remarkably prescient overview of American plans. Note also the observations regarding Iraq and al-Qaeda, and Iraq's WMD programs.

Jean Chrétien quoted from this memorandum extensively in his My Years as Prime Minister (Vintage Canada, 2007).

There are two versions of the same document, below. The heavily sanitized version, further down the page, was PCO's first response to an Access to Information Act request for this document. The document higher up the page, with far fewer sanitizations, was released after a Complaint to the Office of the Information Commissioner and subsequent investigation.
