Letter from Alan Routledge (UK Foreign Office) to W.H. Finch (Dcomm P2). pertaining to issues with the Hydra move from Leitrim to Carp, and incorporation with STRAD. Routledge notes that DWS is diplomatic traffic facility, not military, and thus cannot comply with ACP 127 (particularly with respect to message length). Routledge also notes that Rockex is to be discontinued, to be replaced with an ALVIS-enabled circuit patched through Carp, which would reduce Diplomatic Wireless Services traffic on Hydra. On Finch's points regarding traffic engineering, Routledge makes no promises on adopting "rigid or time-consuming procedures," and cannot guarantee any standard will be followed.
