Telegram from Michael Hodges, Government Signal Planning Staff, to W.H. Finch pertaining to Alerts circuit conversion from circuit patch arrangement to full-period online cipher arrangement. Hodges has obtained approval from the Foreign Office. Informal agreement from Lockhart at External Affairs Canada as well as CIA. Proposal to be put before JIC in London and authorities in Ottawa and Washington. Implementation will depend on availability of Alvis in UK and for Ottawa JIC. Hodges also seeks update on new cable channel between MOD/GCHQ and CFHQ/CBNRC as well as transatlantic radio rationalization.
