Memorandum from F.E. Haughian, Director, Civilian Personnel, Services to Director of Communications Plans pertaining to civilian staff at the Ottawa Wireless Station. Haughian recommends that a firm date be set for Hydra move to Carp, and that civilian employees gradually be "run down," and transferred to other positions at a rate of 3 to 4 per month, to be replaced by military personnel.
