Transfer of HYDRA TRC to CARP

Memorandum from W.H. Finch (Sigs 3) to Sigs 2, Sigs 5, pertaining to "aspects of the transfer of HYDRA TRC to CARP which appear to need attention in the near future and certainly prior to the actual transfer." Aspects needing attention include equipment transfer, circuit characteristics, hours of operation, multiplex backlogs, equipment layout, traffic volume, message length, printer backlogs, and a direct connection between Carp and the Ottawa Traffic Centre. Finch notes that mix of message switching and circuit switching at the OTC must be studied before being transferred to Carp.
