Memorandum from R.L. Purves (for Chairman Chiefs of Staff) for distribution to D Sigs, CJS London, CJS Washington, pertaining to Hydra encryption policy. Purves notes that while it had been practice to encrypt all messages on Hydra, it is now no longer necessary to encrypt unclassified traffic.
