Telegram from D Sigs for Col. Clement (to send to W.J. Sharpe, Diplomatic Wireless Services), pertaining to message precedence on STRAD. Telegram notes that STRAD can be manufactured to process HYDRA traffic one precedence level lower - resulting in no delay in relay and no competition between army and HYDRA traffic.
