Letter from Lester B. Pearson to Lt. Gen Charles Foulkes. Pearson's telegram to Chairman, London Signals Intelligence Board enclosed. Pearson notes Rockex machines in use in Washington on trial basis, stresses that Hydra circuit's main purpose is to carry SIGINT between Washington/London and Ottawa/London.
