I F BASES ARE TO BE ENTIRELY IN HANDS OF GREEKS RATIFICATION OF ANY AGREEMENT ESTABLISHING THEM COULD BE SECURDED BUT IF OTHERWISE, PUBLIC OPINION ESPECIALLY IN CRETE WOULD CREATE PROBLEMS.
