TH^iTALIAN AMBASSADOR CAME TO SEE ME YESTERDAY.HE SAID THAT HIS
FOREIGN MINISTER,WHO IS PLANNING TO LEAVE TODAY FOR A PREVIOUSLY
ARRANGED MEETING IN MONTEVIDEO OF ITALIAN AMBASSADORS IN LATIN
AMERICA,IS PLANNING TO COME TO WASHDC OVER THIS WEEKEND FOR A CONSULTATION WITH THE SECRETARY OF STATE ABOUT MATTERS TO BE DISCUSSED
AT THE NATO MEETING.
2.BR0SI0 SAID THAT HIS GOVT WERE WORRIED ABOUT THE VAGUENESS AND
IMPRECISION OF THE PRESENT NATO DOCTRINE ABOUT THE CONTINGENT EMPLOYMENT OF NUCLEAR WEAPONS.HE THOUGHT THEY WOULD FEEL THAT IT SHOULD
BE CLARIFIED BEFORE,SAY,THEY HAD TO TAKE DECISIONS ABOUT THE INSTALLATION OF IRBMS IN ITALY.HE ASSUMED FROM HIS CONVERSATIONS HERE AND
FROM WHAT WAS SAID AT DULLES" PRESS CONFERENCE IN CHICAGO LAST WEEK
THAT THERE WAS NOW MORE READINESS THAN BEFORE TO RECOGNIZE THAT THERE
WAS NEED FOR A PROCEDURE UNDER WHICH THERE WOULD BE A CERTAIN AND
INSTANTANEOUS RESPONSE TO ANY ACT OF AGGRESSION BY THE USSR
AGAINST A NATO ALLY.I WAS NOT CLEAR WHETHER HIS ARGUMENT LED
TOWARD GIVING A LOCAL OR NATIONAL COMMANDER THE DISCRETION TO USE
NUCLEAR WEAPONS IN REPLY TO A NUCLEAR ATTACK,OR WHETHER HE WANTED
TO SEE THE NATO COUNCIL GIVEN AUTHORITY TO AUTHORIZE THE USE OF
NUCLEAR WEAPONS IN THESE CIRCUMSTANCES.IN EITHER CASE HE THOUGHT
THAT,IF THERE WERE NUCLEAR WEAPONS IN POSITION IN ITALY AT A TIME
WHEN A NUCLEAR MISSILE WAS EXPLODED OVER ITALIAN TERRITORY,THEN
NATO SHOULD RECOGNIZE THAT ITALY HAD THE RIGHT TO RETORT IMMEDIATELY
AND IN KIND.
3.1 SAID I THOUGHT THE PRESENT NATO POSITION HAD BEEN CORRECTLY
STATED BY SACLANT WHEN,FOLLOWING MR DULLES' CHICAGO PRESS CONFERENCE?
HE HAD SAID IN RESPONSE TO PRESS ENQUIRIES THAT HE DID NOT REGARD
HIMSELF AS PERMITTED TO USE NUCLEAR WEAPONS,WHATEVER THE DIRECT
PROVOCATION,UNTIL HE HAD RECEIVED THE AUTHORIZATION OR INSTRUCTION
OF THE PRESIDENT TO USE THEM.I DID NOT KNOW WHETHER THINKING IN OTTAWA
HAD GONE BEYOND THE PRESENT NATO POSITION BUT I SAID THAT FOR MY OWN
PART I WAS MORE WORRIED ABOUT THE RISKS OF PRECIPITATE OR UNAUTHORIZED
USE OF NUCLEAR WEAPONS THAN ABOUT ANY HYPOTHETICAL DELAY IN THEIR
RETALIATORY USE
