It so happened that the very day before I had sent a telegram (No. 129 of November 19) about Portuguese reaction to the Franco-Tunisian crisis. In the telegram I also referred to the coming NATO meeting. My paragraph 4 stated a definite lack of confidence on the part of the Portuguese authorities as to the outcome of such a meeting. When I asked about stock-piling of atomic weapons in Portugal,, he answered that the question was actually being discussed at inter-ministerial meetings. No attitude has been decided upon as yet as the Ministers were themselves waiting for a report to be produced by the Minister of Defence. He would not dare risk an opinion. But in the course of the conversation he just said that Portugal might be favourable to stock-piling of atomic weapons, their decision depending upon the conditions involved, i..
