WE FOLLOWED UP WITH BAUDISSIN TODAY THE DISCUSSIOfTWITH GREWE
MENTIONED IN OUR TEL UNDER REF.BAUDISSIN SAID THAT FOREIGN OFFICE
THINKING WAS IN A STATE OF SUSPENSION PENDING BRENTANO'S AND
BLANKENHORN'S RETURN FROM WASHDC.
2.THE FOREIGN OFFICE HAD FOUND CONFUSING THE STATE OF COMMENT FROM
WASHDC AND FROM SPAAK AS TO THE PURPOSE OF THE DEC MEETING AND
BRENTANO DECIDED TO SEEK INFO ABOUT USA INTENTIONS DIRECTLY
FROM THE SOURCE.IT ALSO SEEMS LIKELY THAT BRENTANO AND ADENAUER
DID NOT WANT TO GO TO THE DEC MEETING LESS WELL INFORMED THAN
THEIR FRENCH AND UK COUNTERPARTS.
3.BRENTANO WILL URGE ON DULLES THE DESIRABILITY OF PRODUCING A
DECLARATION IN DEC WHICH WILL BALANCE PROBABLE MILITARY DECISIONS
WITH SOME GESTURE TO THE UNCOMMITTED WORLD WHICH WILL UNDERLINE THE
TRUE IDENTITY OF INTEREST AND IDEALS OF NATO COUNTRIES AND THE
REST OF THE FREE WORLD.FROM ALL EVIDENCE THE GERMAN GOVT SHARES
CANADIAN VIEWS IN THIS REGARD.

SAID THAT HIS GOVT HOPES THAT SOME CONCRETE ARRANGEMENTS

FOR JOINT SCIENTIFIC RESEARCH AND DEVELOPMENT WILL ARISE FROM THE
MEETING OF HEADS OF GOVT.THE GERMAN MILITARY PEOPLE WILL ALSO,
APPARENTLY HAVE SOME NEW IDEAS REGARDING STANDARDISATION AND
ELIMINATION OF DUPLICATION IN NATO SERVICES OF SUPPLY.WITH REGARD TO
THE COLLABORATION OF GERMAN SCIENTISTS IN RESEARCH AND DEVELOPMENT,
BAUDISSIN STATED CATEGORICALLY THAT THE FEDERAL GOVT WOULD NOT
OBJECT TO THEIR NATIONALS DOING RESEARCH IN ANY FIELD,INCLUDING
NUCLEAR PHYSICS.HE SAID THAT STRAUSS' STATEMENT ON NOVU CUR TEL50*
NOVS5)THAT GERMAN SCIENTISTS WOULD NOT ENGAGE IN RESEARCH AND

AND THAT NOTHING JURIDICALLY PREVENTED THE FEDERAL REPUBLIC FROM
JOINING IN PRODUCTION OF SUCH ITEMS IN OTHER COUNTRIES,
5.SUBJECT TO WHATEVER MODIFICATION OR ALTERATION OF VIEW BRENTANO
MAY UNDERGO AS A RESULT OF THE TALKS WITH DULLES,BAUDISSIN SAID
HIS GOVT WOULD PREFER THAT THE DEC MEETING SHOULD NOT (NOT)TAKE
DECISIONS ON STOCKPILING OF ATOMIC WARHEADS IN NATO COUNTRIES,
THEY WOULD NOT EXCLUDE EXCHANGES OF VIEWS OR ANY CLARIFICATION
THAT MIGHT BE GIVEN BUT THOUGHT THAT EXPERT MILITARY OPINION SHOULD
BE SOUGHT ON THE COMPLICATED QUESTIONS OF DISTRIBUTION AND
CONTROL OF THE WARHEADS AND A DECISION COULD THEN BE TAKEN BY
DEFENCE MINISTERS AT THE SPRING MEETING.
6.THE GERMAN DELEGATION AT THE DEC MEETING WILL AGAIN RAISE THE
NEED FOR IMPROVED METHODS OF POLITICAL CONSULTATION LN NATO.THEIR
IDEAS ARE NOT VERY PRECISE.ONE THING THEY SUGGEST IS THAT MEMBER
COUNTRIES SHOULD ENDOW THE PERMANENT REPS WITH INCREASED
INDEPENDENCE AND AUTHORITY TO TAKE DECISIONS,ANOTHER IDEA WOULD
BE TO PEP UP THE POLITICAL SIDE OF THE SECRETARIAT BY ADDING SOME
RENOWNED POLITICAL SCIENTIST WHO COULD FOCUS THE POLITICAL ACTIVITIES OF THE NATO STAFF,BAUDISSIN AGREED THAT THIS MOVE MIGHT NOT
IMMEDIATELY RECOMMEND ITSELF TO SPAAK BUT THOUGHT IT WORTH
